Served as Snug Harbor’s first Artistic Director. Conceptualized a Summer Festival demonstrating its potential as a viable arts institution, thus positioning Snug Harbor to become eligible for funding from national, state and city arts agencies. Initiated the idea to this proprietor that there was a large, yet untapped audience for jazz in the Minneapolis area. Formed and led a cutting-edge jazz group with strong rock sensibilities. This changed the Longhorn from a rock club into a major jazz venue, thus creating the opportunity for Joe to book and present prominent jazz artists, such as:

At the behest of the Alumni Association of The High School of Performing Arts, Joe wrote and directed "That Place in Time," a play which was performed at the Jacqueline Kennedy Onassis Theatre in New York City.
